MODEL CLEAN INDOOR AIR ORDINANCE

The Model Ordinance has evolved as the clean indoor air movement has developed over the past 30 years. It is the basis of many of the strongest clean indoor air policies in the nation. SmokeLess States highly recommends that its coalitions begin their policy development efforts using this model language because ordinances based upon this model have withstood the test of time, as well as challenges by opposition forces.

As an integral part of a larger clean indoor air initiative, many coalitions develop policy study groups to gain a thorough understanding of specific model provisions and their long-term implications. At the appropriate time, coalitions can then adapt the ANR model to their community's specific policy goals. Finally, municipal officials can modify the coalition's draft policy language to incorporate local ordinance formatting conventions.

Americans for Nonsmokers' Rights (ANR), a partner with SmokeLess States, developed the ordinance and provides technical assistance and training on secondhand smoke issues with SmokeLess States coalitions.
