A distinction should be made between ads that are educational in nature and paid for with SmokeLess States grant money and those that may be considered grassroots lobbying and paid for by other organizations. No grant money awarded by The Robert Wood Johnson Foundation under the SmokeLess States National Tobacco Policy Initiative is used for lobbying. Matching funds, which are contributed by coalition member organizations as a condition to receiving the SmokeLess States grant, were used to pay for some of these ads. Others were funded by the Washington, DC-based Campaign for Tobacco-Free Kids, a national partner of the SmokeLess States Initiative.
